Massive Wind Farm Development Halted Due to 'Unfair' Grid Charges
The ambitious West of Orkney wind farm project, designed to power two million homes by 2029, faces an uncertain future due to transmission charges that favor southern England. The developer, a consortium including Corio Generation, TotalEnergies, and Renewables Infrastructure Development Group, has warned that these charges make it financially unviable to compete with projects in England.
The UK government is reviewing transmission charges, which are imposed on power generators to fund the network of pylons and cables that carry high-voltage electricity across Great Britain. These charges are lowest in London and the south, where electricity travels the shortest distance to reach the most densely populated areas. Some regions even receive payment subsidies for connecting to the transmission network.
However, with the shift towards renewable energy, wind farm locations are now primarily determined by wind speed. The West of Orkney project director, Stuart McAuley, argues that this system is 'unfair' for northern Scotland, where wind speeds are highest. He claims that the transmission charges can increase costs by up to 30%, making the project uncompetitive when bidding for government contracts against southern renewables.
The project has already spent £100 million and employed up to 80 people, but has now reduced its workforce to a skeleton staff until the transmission charging issue is resolved. McAuley emphasizes the need for a clear route to market, as the current situation has halted investment.
The West of Orkney project is half the size of the proposed Berwick Bank development, which could become the world's largest offshore wind farm. The UK government has guaranteed a minimum price for electricity from Berwick Bank, one of two Scottish projects awarded a Contract for Difference. However, Scottish Renewables CEO Claire Mack warns that transmission charges make new projects in Scotland too expensive.
The Scottish government shares this concern, describing transmission charges as 'counter-productive' and calling for urgent reform. The Just Transition Commission also highlights the system's cost inflation, echoing the sentiment that transmission charges are a significant barrier to Scotland's clean energy ambitions.
